Portland Declares Dartmouth Street Home Unsafe

PORTLAND, Maine - On the day that demolition began on a Portland apartment house where a fire killed six young adults in early November, the city of Portland has filed legal complaints against owner Gregory Nisbet in connection with another apartment house he owns in the city.

"Today we posted 188 Dartmouth Street against occupancy, based on new complaints that were reported to the inspections division," says Portland spokeswoman Jessica Grondin. "We found that the pipes were frozen and that there was no primary heating system functioning properly. This is on top of the violations that we found at the February second inspection."

Grondin says the city filed a land use citation and complaint this afternoon in Portland District Court, which includes a temporary restraining order because of the posting against occupancy.

She says a hearing has been scheduled for Monday. Grondin says at that time, residents of the apartment will have the opportunity to make a case on why they should be allowed to stay.
