The Sanford City Council will consider a mask ordinance Thursday night.

York County is grappling with a half dozen outbreaks of COVID-19 and a case rate that has grown to three times the state average.

But City Councilor Maura Herlihy says many people still are not wearing masks in public spaces.

"Can we come up with an ordinance that encourages people to be compliant, and people to understand the importance of why we do this?"

The challenge, she says, is creating an ordinance that will be effective.

"I think that's the crux of the problem. I think that's going to be the largest part of the conversation tonight. How do we enforce this? How do we get people to comply?"

Herlihy says the ordinance may focus on getting small businesses to enforce mask requirements.

Democratic Gov. Janet Mills issued an executive order in July that directs large businesses to require customers wear face coverings.
